The Ministry of Ports and Airports published Administrative Rule GM-MPOR No. 9/2026, which officially establishes the Risk Management Policy for the ministry. The measure sets forth principles, guidelines, and responsibilities to integrate risk management into strategic planning, programs, and institutional decisions of the agency.

The Risk Management Policy aims to modernize the governance structure of the Ministry of Ports and Airports to ensure that decisions made are safer. The new policy seeks to increase the likelihood of reaching institutional targets, promote a culture of integrity and accountability. It also ensures compliance with legal and regulatory standards.

Furthermore, the initiative seeks to improve accountability, ensuring the efficient use of public resources allocated to ports, airports, and inland waterways in Brazil in accordance with guidance from the Federal Court of Accounts (TCU) in its Basic Framework for Risk Management and the international standard ABNT NBR ISO 31000.

For Minister Silvio Costa Filho, the adoption of more transparent practices and processes reaffirms the ministry's commitment to integrity. "The rule ensures that public management fulfills its role effectively, adding another layer of reliability in decision-making and legal certainty that translate into attracting more investments, implementation of works and projects that promote national development with the generation of more opportunities for Brazilians," he stated.

The application of risk management will occur gradually, following a timeline defined by the Ministry's Executive Secretariat, and will prioritize first the critical processes and those of greatest strategic impact. It remains incumbent on the Minister to establish the strategy; on the Ministerial Committee of Governance to approve transversal guidelines; and on the Special Office of Internal Control to coordinate risks specifically related to integrity.

The rule involves the entire organizational structure, from direct assistance bodies to civil servants, collaborators, consultants, and interns. According to the rule, the monitoring of the evolution of risks and the control measures implemented is a duty of all Ministry civil servants.
