The Ministry of Ports and Airports, together with the Ministry of Finance, announced a package of emergency measures to contain the impacts of a 54.63% increase in aviation fuel prices, a readjustment implemented by Petrobras.
The aim of these actions is to ensure the continuity of flight supply in the country and prevent the increase in costs from being fully passed on to consumers, further pressuring airline ticket prices.
Among the main measures is the enactment of a Provisional Measure that will allow Petrobras to implement a staged mechanism for passing on the readjustment. Initially, only 18% of the increase will be transferred to distributors, while the remainder will be spread over six installments, starting in July 2026.
Another relevant initiative is the creation of a financing line of up to R$ 2.5 billion for airlines, intended mainly for fuel purchases. The operation will be conducted by the National Bank for Economic and Social Development, with a shared-risk model between the public sector and companies.
Additionally, the package provides an additional credit line of R$ 1 billion for working capital, regulated by the Monetary Policy Committee, with risk assumed by the Union. On the tax front, the government intends to zero out PIS/Cofins rates on aviation fuel, a measure that could generate an approximate reduction of R$ 0.07 per liter in fuel costs.
Another important action involves deferring air navigation charges for April through June 2026, which may be paid only in December of that same year, easing airlines' cash flow.
According to the Finance Minister, Dario Durigan, the measures were designed to ensure direct impact on the sector without compromising fiscal balance. For his part, the Minister of Ports and Airports, Tomé Franca, emphasized that the focus is to preserve air transport growth and protect consumers.
The package emerges at a time of intense pressure on the airline sector, which already faces challenges related to cost volatility and price-sensitive demand. The government's expectation is that, with these measures, it will be possible to stabilize the market and prevent a significant reduction in flight supply in the country.
