Minister Silvio Costa Filho launched a public consultation on Thursday (19th) in São Paulo for the construction of the National Advanced Aerial Mobility Policy (AAM). The initiative, presented during an event at Campo de Marte Airport, marks the beginning of a structured process of listening and social participation to define the regulatory and institutional foundations for this new aviation segment in the country.
The public consultation seeks to gather contributions from experts, companies, public agencies and civil society representatives to guide the preparation of a regulatory framework and governance model for the sector. The proposal is to ensure that the development of these new technologies occurs with safety, predictability and alignment with international best practices.
Advanced aerial mobility encompasses operations with drones and electric vertical takeoff and landing aircraft (eVTOL), aimed at both cargo and passenger transport, generally at low altitudes and with less dependence on traditional airport infrastructure. The advancement of these technologies already enables practical applications, such as deliveries in hard-to-reach areas, organ transport for transplants and rapid transfers between airports and urban centers.
Silvio Costa Filho highlighted that Brazil needs to anticipate the arrival of these new technologies to ensure a safe and attractive environment for investments. "We are taking an important step to organize the future of aviation in the country. Advanced aerial mobility is already a reality under construction in the world, and Brazil needs to be prepared, with clear rules, legal certainty and the ability to attract investments," he said.

Sector Structuring
The subsidy collection seeks to identify gaps in legislation that need improvement, map risks and opportunities and propose rules for the safe and efficient implementation of AAM in the country. Among the points under analysis are integration with current airspace, urban and environmental impacts, the need for specific infrastructure, such as so-called vertiports (vertical landing and takeoff areas), and the definition of responsibilities between federal, state and municipal authorities.
The initiative also aims to provide greater predictability to the regulatory environment, helping to attract investments and stimulate the development of the domestic industry in a context of rapid technological evolution in the aviation sector.
Public Consultation
The process is conducted by the National Civil Aviation Secretariat (SAC), in partnership with the National Civil Aviation Agency (Anac) and the Department of Airspace Control (Decea), and provides for the participation of various actors in the aviation ecosystem, including manufacturers, operators, research centers and public entities.
Next Steps
The contributions will be technically analyzed by the Ministry of Ports and Airports and may help in the development of public policy proposals, regulatory adjustments and possible changes to the sector's legal framework. At the end of the process, a report will be produced with a diagnosis and recommendations to guide the implementation of advanced aerial mobility in Brazil.
The initiative positions Brazil in an international scenario that is still being structured. Currently, China is the only country with authorized commercial operation of aircraft of this type, while the United States and Europe advance in building their regulatory frameworks. In this context, the country seeks to prepare itself to accompany this evolution and create conditions for safe and competitive sector development.
