The Ministry of Ports and Airports (MPor), in partnership with the Ministry of Development, Industry, Commerce and Services (MDIC), the National Civil Aviation Agency (Anac) and the Department of Airspace Control (Decea), launched on Tuesday (24) the Conectar Agenda. This is the largest state policy aimed at expanding air connectivity in the country and making this mode of transport more accessible.

The initiative brings together a coordinated set of measures to expand access to air transport, reduce costs and increase the range of services to passengers. In practice, it seeks to create a more dynamic and secure business environment, capable of attracting new operators and spurring investments throughout the sector's chain.

The document has the support of public agencies, the academic sector, as well as roughly 40 companies from the services, infrastructure, transportation, tourism and aeronautical industry sectors, which reinforces sectoral alignment of the proposal.

Minister Silvo Costa Filho highlighted the economic and social role of the program. "Conectar will allow us to bring aviation closer to the Brazilian people and connect Brazil with the international market, generating jobs and income, strengthening our economy. A more just Brazil, a more human Brazil, a more solidary Brazil. Effectively, a Brazil of Brazilians," he said.

The Chief of Staff of the Ministry of Development, Industry, Commerce and Services (MDIC) and the Vice Presidency of the Republic, Pedro Guerra, emphasized the importance of the initiative. "We know that although there are a series of instruments to strengthen the productive ecosystem, there also needs to be an agenda for competitiveness, for combating inefficiencies," he stated. According to him, the program leaves a legacy for future administrations by integrating State objectives. "Integration, development in the interior, reduction of modal costs, and fulfillment of aviation's humanitarian function," he concluded.

Agenda Objectives

The Conectar Agenda seeks to strengthen competition, reduce operational costs and promote regulatory stability with legal certainty, aligned to address historical challenges in Brazilian aviation.

More than modernizing the sector, the proposal has the potential to generate broad impacts on the economy. By reducing the so-called "Brazil Cost," increasing efficiency and simplifying processes, the policy contributes to improving the business environment and boosting different productive segments.

Costa Filho also stressed the importance of the Conectar Agenda for making Brazilian civil aviation even more accessible. "We are building a state policy for aviation, in dialogue with the productive sector, infrastructure, industry, commerce, services, academia and tourism. We want to make air transport more accessible, expand connectivity and create a competitive environment capable of attracting investments and generating opportunities," he said.

The Civil Aviation Secretary, Daniel Longo, stressed that the Agenda was designed to face challenges that may intensify in coming years. "By acting in a coordinated manner on competition, costs and regulatory security, we create the foundations for sustainable growth in Brazilian aviation over the next 30 years," he highlighted.

With an intergovernmental character, the policy integrates public and private efforts to boost the sector in the coming decades. In 2025, Brazil registered nearly 130 million passengers, but there is still ample room for growth. "We have enormous potential. To move forward, we need to better structure the sector, reduce costs and expand our reach," Longo added.

Ronei Glanzmann, CEO of MoveInfra, believes the project will bring important contributions to the airport sector in the country. "This agenda is very much aligned with attracting investments, which is why it is a state agenda that seeks to attract Brazilian and international investors to a sector as challenging as civil aviation. We are connected to an agenda with socio-environmental commitment and it has a very strong interconnection with what we do.

Regarding partnerships between public and private institutions established under the program, the CEO of Aeroportos do Brasil, Fábio Rogério Carvalho, stated: "combining the interests of the public sector with the private sector seems impossible, but the aviation industry is exactly like that, after all we make an airplane fly. This program is that: Conectar is proof that, together, what seemed impossible becomes reality," Fábio Rogério emphasizes.

Lines of Action

In the first axis, the focus is on opening the market and stimulating new operators' entry. Among the planned measures are expanding air integration with South American countries, facilitating market access, encouraging new business models, such as "ultra low cost" airlines, and strengthening regional aviation. Actions are also planned to make investments in airports viable, both public and private. The expectation is clear: more routes, more flights and more connected cities.

The second pillar addresses one of the sector's main bottlenecks: costs. The Agenda proposes reviewing tax measures, expanding access to credit, modernizing air traffic management, and advancing the aviation kerosene supply chain. Reducing these costs is expected to be reflected directly in more affordable fares, more competitive freight rates, and greater market dynamism.

The third pillar seeks to ensure predictability and confidence. The proposal is to strengthen legal certainty, reduce litigation, and harmonize rules, while at the same time expanding passenger protection, promoting accessibility, and encouraging sustainable practices. Logistics efficiency, especially in cargo transport, is also among the priorities.

The Conectar Agenda also provides for governance and monitoring mechanisms, with participation from different stakeholders and intensive use of data to track results. The expectation is to consolidate civil aviation as one of the main vectors for economic development and national integration.
